Low Secure Services for Deaf Patients

Low secure services form a vital link in the care pathway and transition to a less restrictive environment for Deaf patients. It is well researched that Deaf patients are detained in inappropriate levels of security for considerably longer periods of time than hearing patients, making the transition from high or medium secure care extremely problematic due to lack of appropriate services. Low Secure services for Deaf people will be available from August 2008 at our purpose built unit in Oldham.

Referrals will be accepted from the courts, prisons, other hospitals and community placements. Patients will also be transferred from Medium Secure services at St Mary's Hospital. All patients will be detained under the Mental Health Act (1983) and will be placed following a detailed pre admission assessment and risk management plan. The gradual introduction and management of community contacts and activities with more emphasis on relational security will provide the basis for a wide range of therapeutic interventions. Increasing confidence, social and personal skills and provision of positive Deaf role models will help prepare patients for increased independence and future care possibly in open conditions. A wide range of occupational therapy activities are available and are planned weekly.

All patients will have access to an Independent Advocacy Service, delivered by trained Deaf advocates, who do not need to use BSL interpreters as intermediaries. Regular ward and community meetings are held to ensure patients are actively involved in planning day to day activities. BSL interpretation will be provided for MDT team meetings. All patients will be allocated a named nurse, have a designated Clinical Psychologist and all be supported by staff fluent in the use of British Sign language (BSL). The service will employ a high ratio of Deaf staff whose first language is BSL. This will ensures that care, programmes, therapies and treatment are fully accessible and delivered in a culturally and linguistically appropriate manner.
